Abstract

Since 2016, the Federal University of Rio Grande do Sul (UFRGS) has been implementing – albeit in a non-isonomic manner – affirmative action policies in its postgraduate courses, with the purpose of including people/citizens belonging to historically minority social groups. The year 2023, in legal terms, can be considered a watershed for postgraduate studies at our university and in the country. This year, the University Council (CONSUN) of UFRGS published Resolution No. 15/2023, which establishes an institutional policy of affirmative action for postgraduate studies. And on November 13, President Lula signed Federal Law No. 14.723/2023, known as the “new quota law for higher education”. Based on this context, this article aims to discuss some clues that lead us to the implementation of this affirmative action policy in the Postgraduate Program of our university. Using exploratory research and documentary analysis, we explored public domain documents (laws, decrees, texts and articles) that deal with affirmative actions in the national context and, specifically, at UFRGS. Based on the analysis undertaken, we highlight as fundamental clues for the construction of affirmative actions in postgraduate studies: the attentive resumption of the Black Movement, in the case of UFRGS, the Balanta Movement; the irreducible defense of the Brazilian Federal Constitution and the Laws that regulate affirmative actions; the need for interventions by the Federal Public Ministry and specific institutional Resolutions, which seek to ensure a policy with objective, equitable criteria that guarantee access of minority groups to postgraduate studies.
